Rachelle Villaluna
Rachelle Villaluna is the Executive Director of the Film Development Council of the Philippines (FDCP) with over 10 years of experience working on evidence-based policy development including; research, interdisciplinary policy analysis, strategic planning and assessments, government affairs and international relations.
In her stint at FDCP, she spearheaded various programs including the drafting and implementation of the FDCP-Strategic Performance Management System (SPMS), film market research focusing on understanding Filipino audience habits and preferences, and the development of the Philippine Film Industry Roadmap, among others. She also negotiated co-production agreements with France and Spain to open opportunities for collaboration between Filipino filmmakers and their French and Spanish counterparts. Her current goal is to support initiatives that would ensure sustainability of FDCP programs that are more inclusive, equitable and globally progressive.
Prior to joining FDCP in 2019, she worked at the Department of National Defense for over 4 years, handling bilateral and multilateral defense cooperation. She graduated from the University of the Philippines (cum laude) in 2013 and attended a short course on ASEAN Public Sector Leadership at University of Wellington in New Zealand in 2017.
